A native of Baltimore, Maryland, Dr. Shiffman earned his degrees from the University of Maryland: a B.S. in chemistry in 1977, an M.S. in biochemistry in 1979; and his M.D. in 1983.  He completed his residency in internal medicine at the University of Illinois at Chicago in 1986, where he was President of the House Staff (the hospital interns and residents) in 1985-86. He was certified in Internal Medicine by the American Board of Internal Medicine in 1986, and was made a Fellow of the American College of Physicians in 1997.

Following his residency, Dr. Shiffman worked in rural Illinois for two years.  In 1988, he joined the faculty and staff of Johns Hopkins Medical Institutions in Baltimore.  During his 15 years with Johns Hopkins, Dr. Shiffman took care of patients in a Hopkins' outpatient clinics, where he was Lead Physician; taught and supervised medical students and residents at the clinic; cared for patients in the Johns Hopkins Hospital; and taught and supervised residents with the Johns Hopkins Hospital. He twice won the prestigious Part-Time Faculty Teaching Award, and received the Department of Medicine Chairman's Award for Teaching Excellence in 2003.

Dr. Shiffman moved to Colorado in 2003, and worked for three years in Vail, seeing patients both out-patient and at the Vail Valley Medical Center.  In April 2007, he opened his solo practice in Frisco, Colorado.   In May 2012, he decided to return to Baltimore to work with a Johns Hopkins-affiliated program, teaching residents and seeing patients in a smaller clinical practice.  He closed Summit Internal Medicine effective July 31, 2012.
